Blueprint for the Seva armor can be found in the Cement Factory location in a place called Concrete Forest.
In the building marked on the map there will be a man who asks to get his weapon from the dungeon. At the end of the dungeon there will be a safe with the necessary upgrade for the "Seva" suit
Be careful, there will be 2 Burers waiting for you in the tunnel. Take grenades and a shotgun with you.
